Our Responsibilities

Canada Growth Fund Inc. (CGF) is a wholly owned subsidiary of Canada Development Investment Corporation, established in 2023 to help catalyze private sector investment in Canada’s clean economy.

As the parent company of CGF, CDEV, through the CGF Board, ensures oversight and compliance, but is not directly involved in CGF’s investment activities. CDEV is also responsible for making appointments to the Board of Directors of CGF, including the Chair.

CGF engaged the services and expertise of PSP Investments in the implementation of the CGF mandate. As a result, PSP Investments incorporated Canada Growth Fund Investment Management Inc. (CGFIM) as its wholly owned subsidiary to act as the independent and exclusive investment manager of CGF and provide the full suite of investment management services to CGF.

CGFIM executes in a selective and disciplined manner, preserving capital on a portfolio basis to allow reinvestment and a self-funded vehicle over time. This structure allows Canada Growth Fund to deploy capital at speed and scale while maintaining independence from government and strong governance oversight.

As the Founder and CEO of Climate and Sustainable Innovation (CSI), a boutique advisory firm specializing in carbon finance, carbon markets, and sustainable business transformation, Corinne Boone is a global leader in carbon markets and sustainable business strategy, with more than 30 years of experience helping organizations align financial performance with climate and ESG outcomes. 

She is widely recognized as a pioneer in carbon finance, having played a formative role in the development and execution of carbon markets and transactions globally. Her expertise includes ESG strategy and governance, sustainability integration, carbon market design and execution, and climate risk and opportunity assessment across the mining, energy, infrastructure, and financial services sectors.

Corinne has built and led global, multidisciplinary teams and delivered complex, high-impact projects. She is known for her ability to translate sustainability and climate complexity into practical, commercially grounded strategies, while mentoring leaders and strengthening organizational capability. 

An Accredited Director with the Global Competent Boards ESG Designation, Corinne is also a mentor with Women Get on Boards (WGOB) and a lecturer in the ICD Director Designation Program, with more than 20 years of board experience across energy, natural resources, and financial services. 

Corinne holds a Master of Environmental Studies from York University and an Honours BA from St. Thomas University.

Candace MacGibbon

Director

Ms. MacGibbon is the former CEO and director of INV Metals Inc., a Canadian based publicly listed company focused on the development of the Loma Larga underground gold mine and on prospective exploration, within Ecuador. INV Metals was acquired by Dundee Precious Metals Inc. in July 2021. Ms. MacGibbon joined INV Metals in March 2008 as CFO and was appointed CEO in October 2015. She has over 25 years of experience in both the mining sector and within capital markets. Ms. MacGibbon oversaw the technical, strategic, financial and ESG initiatives of INV Metals, along with marketing and communications efforts.

Ms. MacGibbon is currently the director of Osisko Gold Royalties Ltd. and TransAlta Corporation. Ms. MacGibbon is a CPA/CA, holds her ICD.D from the Institute of Corporate Directors, and has completed a Cybersecurity Certificate from Cornell University.

Ms. MacGibbon is a Canadian mining executive and corporate director who is passionate about advocacy for the development and financing of responsible and sustainable resource extraction and power generation, in conjunction with innovation in, and the transition to, cleaner energy sources in the race towards net zero. Ms. MacGibbon is the incoming President of The Canadian Institute of Mining, Metallurgy and Petroleum (CIM) and continues her advocacy of the resource industry in that role. She has been published in The Globe & Mail and the National Post.

Elizabeth Wademan 

President and Chief Executive Officer

Ms. Wademan is the CEO of Canada Development Investment Corporation (CDEV) and is recognized as a mobilizing leader with a strong strategic focus and action-oriented, ambitious vision. Appointed in February 2022 as President and CEO, Ms. Wademan brings deep private sector expertise from an established career in financial services and natural resources. Ms. Wademan is driven to continue to position CDEV as a results-oriented organization that is a key resource supporting Canada’s Department of Finance. She is focused on multiple initiatives across CDEV that will enable the organization to increase its impact and contribute to creating value for Canadians from the Government’s most complex commercial interests.

Prior to joining CDEV, Ms. Wademan was a senior investment banker and capital markets executive, including a long career in investment banking, as Managing Director for BMO Capital Markets, one of Canada’s largest investment banks. She was one of the firm’s most senior professionals and was Head, Global Metals & Mining Equity Capital Markets, where she advised on many of the most formative and transformational transactions in the resource sector on the continent.

Ms. Wademan is also an experienced corporate director with extensive public company board experience. She has also been deeply involved in her community and with various not-for-profit organizations.

She holds a Bachelor of Commerce (Finance & International Business) from McGill University and CFA & ICD.D designations.

Sean W. Strickland 

Director

As Executive Director of Canada’s Building Trades Unions, an association of 14 international unions representing over 600,000 members, Mr. Strickland is responsible for overseeing the operations of the CBTU office, programs and identifying and coordinating opportunities for affiliates and local and provincial councils across Canada; including working with owner clients and employers.

Sean currently represents the CBTU in a number of capacities including sitting on the board for BuildForce, SkillPlan, Multi-Employer Benefit Council of Canada, and Helmets to Hardhats. Additionally, Mr. Strickland participates in several advisory activities including NRCan’s Small Modular Reactor Action Plan and the Federal Government’s Construction Industry Roundtable.

Sean has a Bachelor of Arts in Political Science from the University of Waterloo, is a graduate of the Executive Management Program at Wilfrid Laurier University, and the Leadership Development program from Harvard University. He is the proud recipient of the Canada 125 Medal for Community Service and has served on numerous community boards and committees.

Aaron Engen

Director

Aaron Engen was appointed President and Chief Executive Officer for the Alberta Electric System Operator (AESO) effective August 2024. Mr. Engen first joined the AESO in 2020 as a member of the AESO Board and has acted as Chair of both the Power System and the Human Resources committees.

Mr. Engen has more than 30 years of experience in investment banking and law.

Prior to joining the AESO, Mr. Engen was Vice Chair, Investment & Corporate Banking at BMO Capital Markets. He co-headed the bank’s Power & Energy Infrastructure group focusing on energy infrastructure across North America including power generation, transmission and distribution, natural gas midstream, storage, transmission, liquefaction and distribution, and liquids storage and transmission. More recently Mr. Engen was co-head of BMO’s Energy Transition group which covered key sectors including hydrogen, carbon capture and sequestration, low carbon fuels, critical minerals, renewable natural gas, renewable power generation, energy storage, small modular reactors, cleantech, and sustainable finance.

Prior to joining BMO Capital Markets, Mr. Engen was a partner at McCarthy Tétrault, where he practiced corporate and securities law, primarily in the energy and utilities sectors.

Mr. Engen holds a Master of Business Administration and a Bachelor of Laws from the University of Alberta, as well as a Bachelor of Arts and Science from the University of Lethbridge.
